Management of Rehabilitation & Therapeutic Centres for Children with Intellectual Disabilities and Developmental Disorders

Details

a. To provide financial support to selected NGOs for offering rehabilitative and therapeutic services to children/persons with intellectual and developmental disabilities.

b. To expand opportunities and services for children with developmental disorders, including early intervention and vocational guidance.

c. To promote social inclusion, awareness, and an enabling environment through community-based, high-tech interventions.

d. To encourage voluntary action to increase outreach and integration of persons with disabilities into society.

Benefits

a. Financial assistance is provided by SSEPD Department, Government of Odisha, to eligible Project Implementing Agencies (PIAs) for:

  1. Early intervention services (0–3 years age group).

  2. Need-based therapies for children above 7 years.

  3. Therapeutic and vocational support for various developmental disabilities.

b. Covers services for:

  1. Intellectual Disability

  2. Autism Spectrum Disorder

  3. Cerebral Palsy / Spasticity

  4. Mental Illness

  5. ADHD

  6. Specific Learning Disabilities

  7. Multiple Disabilities

  8. Emotional and behavioural disorders (e.g. truancy, antisocial behavior)

Eligibility

a. For Children/Beneficiaries:

  1. Must have 40% or above disability.

  2. Age group:

    • 0–3 years for early intervention

    • Above 7 years for therapy and vocational services

b. For Project Implementing Agencies (PIAs):

  1. Registered under:

    • Societies Registration Act, 1860, or

    • Indian Trusts Act, 1882, or

    • Section 8 of the Companies Act, 2013

  2. Must have:

    • PAN & 12AA registration under Income Tax Act

    • Registration on NGO Darpan Portal

    • Registration under Section 50 of RPwD Act, 2016 or Section 65 of MHCA, 2017

    • Preferably, registration under Section 12 of National Trust Act, 1999

  3. Minimum 3 years of existence with one-year experience in providing similar services

  4. Should not be blacklisted by any government agency

  5. Must not discriminate based on sex, religion, caste, creed, or disability

Application Process (Offline)

a. Submit Annexure 1 (prescribed form) with documents to the Collector of the concerned district.
b. The District Social Security Officer (DSSO) will inspect and verify the PIA.
c. Proposal will be evaluated by the District Level Project Approval Committee (DLPAC).
d. Recommendations are forwarded to SSEPD Department for approval.

a. For Children/Beneficiaries:

  1. UDID Certificate or Disability ID Card

  2. Aadhar Card

  3. Birth Certificate

  4. Caste Certificate (if applicable)

  5. Income Proof (if applicable)

  6. Medical records related to disability

b. For PIAs:

  1. Registration certificates (Society/Trust/Company Act)

  2. PAN & 12AA certificates

  3. NGO Darpan registration proof

  4. RPwD Act or MHCA registration

  5. Experience and service records

  6. Self-declaration of non-blacklisting and non-discrimination
