a. To support educational institutions (residential or non-residential) in delivering education to children with disabilities.
b. To provide remuneration to qualified teaching and non-teaching staff employed in these institutions as per state norms.
c. To ensure continuity and quality in education through structured staffing, government-approved norms, and regular monitoring.
a. Financial Assistance (Grant-in-Aid) provided for:
Maintenance of residential and non-residential students.
Remuneration of teaching and non-teaching staff, selected as per prescribed procedures.
Staffing pattern and salary structure as per Government of Odisha’s approved yardsticks.
b. The staff will retire at 60 years to maintain quality care and attention for students.
c. Government reserves the right to partially or fully approve the GIA depending on need and eligibility.
a. For Institutions:
Should be registered under relevant laws (Societies Act/Trust Act/Companies Act).
Should be recognized and have completed at least 3 years from the date of recognition.
(Exemption: Existing institutions prior to these guidelines, subject to providing recognition within 1 year).
Must be registered under:
Section 12A, 139A (PAN), and 203A (TAN) of Income Tax Act.
Should submit non-receipt undertaking (no GIA from State/Central Govt. simultaneously).
Should contribute 10% of the sanctioned GIA amount.
Must have capacity and infrastructure to run educational services independently.
b. For Staff of Institutions:
Must possess minimum prescribed qualifications recognized by Govt. of India/Govt. of Odisha.
Must be registered with RCI (Rehabilitation Council of India).
Must be appointed against approved posts via valid procedures.
a. Institution must apply annually in prescribed forms:
Fresh application: Form-V
Renewal application: Form-VA
b. Application to be submitted in duplicate to:
District Social Welfare Officer (DSWO) or
Additional DSWO (Welfare of Persons with Disabilities)
c. Field enquiry will be conducted by DSWO to verify eligibility.
d. The District Level Project Approval Committee (DLPAC) will review and approve.
e. Post DLPAC approval, the Collector forwards the application to the Director, Welfare of PwDs.
f. The Director recommends to Government for final GIA sanction (full or partial).
