The Disha-cum-Vikaas Scheme is a combined initiative of the Disha and Vikaas schemes under the National Trust, Ministry of Social Justice & Empowerment, Government of India. It aims to provide continuous support to Persons with Disabilities (PwDs) both below and above 10 years by integrating early intervention and vocational support.
a. Continuous care for PwDs from early childhood through adolescence and beyond
b. Holistic development: academic readiness, therapeutic care, vocational skill-building
c. Optional transportation facilities
d. 100% funding for BPL beneficiaries by the National Trust
e. Respite to family members to manage other responsibilities during the day
a. Eligibility for Persons with Disabilities (PwDs):
Must be diagnosed with Autism, Cerebral Palsy, Intellectual Disability, or Multiple Disabilities under the National Trust Act, 1999
Must fall into either age group:
Disha: 0–10 years
Vikaas: 10+ years
Must possess a valid UDID card and Aadhaar card
b. Eligibility for Registered Organizations (ROs):
Must be registered with the National Trust
Must have valid registration under the PwD Act, 1995
Must be listed on the NGO Darpan Portal of NITI Aayog
Must have minimum 2 years of experience working with PwDs, including at least 1 year with one of the specified disabilities
Should not be blacklisted by the National Trust or any government agency
Beneficiary (or their guardian) must:
Physically visit a registered Disha-cum-Vikaas Centre
Complete the enrolment formalities
Submit required documents as specified
a. For the Person with Disability (PwD):
Enrolment Form
Birth Certificate or other valid Date of Birth proof
UDID Card
b. For Parent/Guardian:
BPL Certificate or Income Certificate (for LIG category)
ID Proof (e.g., Aadhaar, Voter ID, PAN, etc.)
Local Residence Proof (mandatory for LIG applicants and those availing transport)
