Financial Assistance to Persons with Special Needs, 2009

Details

To provide financial support to persons with benchmark disabilities (including blindness, low vision, leprosy cured, hearing impairment, locomotor disability, cerebral palsy, autism, mental retardation, mental illness) residing in Delhi.

Benefits

• a) Financial assistance of ₹1,500/- per month

• b) Paid quarterly, directly into the beneficiary’s bank account through ECS or AEPS linked to Aadhaar.

Eligibility

• a) Disability:
   1) Must have 40% or more benchmark disability as defined under the RPwD Act, 2016.

• b) Age:
   1) No age restriction.

• c) Income:
   1) Family income should not exceed ₹75,000/- per annum from all sources.

• d) Residency:
   1) Must be a resident of Delhi for at least 5 years.

Application Process (Offline)

• a) Obtain the application form from the District Social Welfare Office.

• b) Fill out the form and submit along with required documents.

• c) The form must be attested and recommended by a Gazetted Officer or MP/MLA.

Documents Required

• a) Proof of Residence (any one showing 5 years of stay in Delhi):
   1) Ration Card
   2) Voter Card
   3) Passport
   4) Driving License
   5) Birth Certificate
   6) Death Certificate
   7) Insurance Policy
   8) Immunization Card
   9) Medical Records
   10) Electricity/Water/Telephone/Gas Bills
   11) Bank Passbook
   12) Caste Certificate
   13) Student I-card
   14) Service Identity Card (Govt./Private)
   15) Freedom Fighter Identity Card
   16) Pension Documents
   17) Ex-serviceman Dependent Certificate
   18) Property Documents
   19) Any other valid document showing at least 5 years of residence in Delhi

• b) Disability Certificate:
   1) Issued by the Medical Board of Govt. of NCT Delhi or Govt. of India.

• c) Income Proof:
   1) Self-declaration by the applicant as per the format in the form.

• d) Attestation and Recommendation:
   1) Form to be attested and recommended by a Gazetted Officer or MP/MLA.

• e) Alternate Proof of Residence (if documents not available):
   1) Produce statements from any two witnesses from this list:
    - MP or MLA of the area
    - President/Secretary of RWA
    - Two Neighbours (with contact info)
    - Registered SHG/Mahila Mandal leaders
    - ICDS Supervisor/ASHA worker
    - Gazetted Officer (Central/Delhi Govt.)

 2) Witnesses’ supporting documents showing their own photo ID, residence proof, and length of stay in the same area must be attached.
