a) To establish special schools for children with visual, speech, and hearing impairments who have special educational needs.
b) To support these children in developing their full potential, achieving maximum independence, and becoming well-adjusted members of society.
a) Setup of government-run and NGO-supported special schools for visually, speech, and hearing-impaired children.
b) Financial support provided for the running and maintenance of institutes through:
1. 100% government funding for government sector institutes.
2. Grant-in-aid up to 90% of project cost for NGOs; remaining 10% to be borne by the NGO.
c) Special schools are supported at both primary and secondary levels.
d) Financial aid provided under the “Scheme of Grant-in-Aid for NGOs working for Persons with Disabilities.”
a) All children with benchmark disabilities above 40%, specifically visual, speech, or hearing impairment.
b) Children of all age groups.
c) The scheme covers:
1. Government sector institutes.
2. NGO-run special schools for visually impaired children (Annexure-I).
3. NGO-run special schools for speech & hearing impaired children (Annexure-II).
a) Parent/guardian must apply using the prescribed format Annexure-IV.
b) Submit the form to:
Director, SCs, OBCs, Minority & Disability Affairs, Himachal Pradesh, Shimla.

c) School Leaving Certificate (if applicable)
d) Aadhar Card
