Scheme of Grant-in-Aid to NGOs Working for Persons with Disabilities

Details

a) To enhance the educational and vocational opportunities for persons with disabilities.
b) To provide support for manpower development, institutional infrastructure, and accessible facilities.
c) To fund rehabilitation services, assistive devices, hostel facilities, and recreational activities.
d) To support any other needs of persons with disabilities and fulfill obligations under the PwD Act, 1995.

Benefits

a) Grant-in-aid of up to 90% of the total project cost is provided by the Government.
b) The remaining 10% of the cost must be borne by the concerned organization.
c) Support is provided for:
 1. Construction and maintenance of buildings.
 2. Purchase of furniture, equipment, and machinery.
 3. Educational, recreational, and cultural activities.
 4. Provision of assistive aids and appliances.
 5. Hostel and rehabilitation facilities.
 6. Operational support for institutions.

Eligibility

a) The organization must be one of the following:
 1. Non-profit making organizations registered under Himachal Pradesh Societies Registration Act, 2006 or Societies Registration Act, 1860.
 2. Charitable trusts registered under applicable laws.
 3. District Red Cross Societies established under Indian Red Cross Society Act, 1920.
 4. Any other organization approved by the State Government.
b) The organization must:
 1. Be registered under Section 51 & 52 of the PwD Act, 1995.
 2. Have run the program for at least three years before applying.
c) The scheme covers:
 1. Special Schools for visually impaired, speech & hearing impaired.
 2. Institutes for visually impaired, intellectually disabled children and adults.
 3. Disability Rehabilitation Centres.
 4. Any other approved project.

Application Process (Offline)

a) The organization must:
 1. Submit the application on the prescribed format (Annexure-I).
 2. Route the application through the concerned District Welfare Officer.
 3. Address the application to:
  Director, SCs, OBCs, Minority & Disability Affairs, Himachal Pradesh) The organization must:

Documents Required

a) Registration certificates of the organization.
b) Constitution of Association, Memorandum of Association, and statement of aims and objectives.
c) Income and expenditure accounts of the organization.
